ITYT Gallery is now user-maintainable

As with the ITYT Library, I've now made the necessary changes to the gallery code which will allow all ITYT users to maintain the gallery.

Any ITYT user with at least 25 posts to the forum will now have access to create online photo albums and add pictures to new or existing photo albums.

This feature is preliminary, but should work just fine for everyone.
