$100 chg fee for obtaining refund of fare difference

Anyway I read on another site that CO has instituted a $100 change fee if you buy a ticket, the price drops and you want a refund of the diff. I thought this was always in effect! This can't be a new thing...is it?

They're adding a $100 change fee for flying standby more than two hours after your flight.

The price difference has to be >$100 to get any money back. Sigh.
