I have found Enterprise to be very good with customer service in Toronto Canada. The rates are low and the service has been great. I usually rent a car at least once a month and I've tried many companies. They gave me a better deal than budget. And Budget actually had all sorts of strange hidden fees. I felt like I was getting scammed by the Budget people so my vote goes to Enterprise!

Enterprise is a pretty reputable company. I've never heard any complaints.
