Officials said the device, the size of a firecracker, was a type used to disperse schools of seals at sea by exploding and making a loud noise. The traveler, Jacques Baker, 32, believed to be from Guam and claiming he was a member of the National Guard, was charged with attempting to carry an explosive devise aboard an aircraft.
