A Tanzanian citizen whose name was found on a letter inside a cave in Afghanistan has been arrested on immigration charges in North Carolina, 11 months after coming to the United States for commercial pilot training, authorities said Wednesday.

Officials said there was no evidence suggesting involvement in any terrorist activity by Issaya Nombo, 44, who earned a license to become a commercial pilot from Voyager Aviation in Titusville, Fla. The school's Web page includes a congratulatory note to Nombo and two other students for completing their training.
