Smaller Cities using "Travel Banks" to attract airlines

Wichita, KS using "Travel Bank" to attract AirTran. Other small cities trying this concept as well. MSNBC Article:

I've flown to and from CHA (Chattanooga, TN) before, where the airlines are subsidized by the city. I was once on an ATL-CHA Atlantic Southeaster (Delta Shuttle or something) prop flight when I was the only passenger on-board.

Captain, first officer, flight attendant, and me in 1A. I don't remember if there was a drink service or not.
