comparing travel prices

Sometime next month our friends will be going to Cebu. They will be coming from Manila. Which would be cheaper to travel to Cebu from Manila. Via air or via boat. They do have plenty of time so time is not the element, they all just want to travel to many places so, they are looking into varied options. Thanks.
